Decision on contractor:

Two or three contractors are invited to bid on the construction contract. However, it may also be decided that the leading organization takes responsibility for being the prime contractor, then hires the local community association and a site manager to undertake construction. This decision is based on the size and complexity of the facility plus locally available skills.

Construction contract signed.

Decision on supplier: if the contractor is not providing all materials, suppliers need to be found.

Testing: contracts for preliminary testing are agreed with local laboratories.

Security: arrangements are necessary to ensure the safety of material on the site from theft.

Insurance: Site insurance in place.

Safety and Health procedures are established including diversion of wastewater from site.

Operator: This is one of the key parts of the process. An interim training contract should be agreed with two farmers/operators to undertake training. Commence the operational training program before construction starts. This involves reviewing checklists, procedures in Operating Section of this guide. This ensures that the operator knows what to look for during construction. Also, the operator may be directly involved in the construction to improve understanding.
